Background of Microcredit Regulatory Authority
In 1997, the Bangladesh Bank conducted a study on how to regulate microfinance institutions and how to create a link between microfinance and the formal financial sector. In 1998, the following recommendations were made from the study:
- It is not possible to regulate the institutions of microfinance under the existing Bank and Finance Act.
- We need to design rules for the legal recognition of microfinance institutions. Then the microfinance institutions can operate their activities under the formal rules.
- This recommendations has been sent to the Government
The government formed a committee of 7 members in 1999. The chairman of that committee was the Governor of Bangladesh Bank. The committee worked on the following issues:
- To develop a loan and saving policy for the microfinance sector
- To ensure accountability and transparency in the activities of the microfinance sector
- To formulate a framework for regulation and to propose creating a regulatory body for this sector.
The committee submitted the report in march of 2000. Then, in May of 2000, the finance ministry arranged a meeting to justify the recommendations of the committee report. As per the decision of the meeting held in the finance ministry, a microfinance research and reference unit was established in the Bangladesh Bank.
Act for the Microcredit Regulatory Authority
In 2006, the government passed the Microcredit Regulatory Authority Act, 2006. The government established the Microcredit Regulatory Authority under this Act. The government formed its board of directors, whose chairman was the Governor of Bangladesh Bank. As per the New Act, all microcredit institutions need to collect licenses from this authority. Institutions of microfinance cannot operate their activities in the country without a license from this authority.
